Project & Services provided : This was a multi-disciplinary
study of Flood Control, Drainage and Irrigation Projects (FCDI).
It involved intensive test studies of FCDI tructures in the project
area focusing on their engineering, social economic, technical,
legal and administrative aspects. The study aimed at assessing the
physical features, operation and maintenance, resource availabilitys,
the level of popular participation, the nature, extent and potential
for resource use relating to selected structures of FCDI, The organizational,
institutional, administrative and legalistic complexities relating
to the operation and maintenance aspects of the structures were
also studied. Special attention as given to analysing the legal,
administrative and technical aspects of access of the rural poor
in the FCDI projects.

to identify the extent of and reasons for its constrained utilization
and to suggest possible solutions. Wide range of involved entrepreneurs

of donor agencies were interviewed to particularly highlight the problems
connected with the operation of major import programmes.

make an in-depth investigation of the way project aid was utilized
in Bangladesh, to identify the reasons for low productivity of development
assistance to the country and to propose options for ensuring the
effectiveness particularly regarding the main goals and objectives
of project aid. Investigation of current procedures and practices
with special reference to planning and project approval and review
of implementation issues like procurement and training were among
the major tasks. Policy measures were recommended for short-term improvement
and long-term structural changes.

mass poverty. In recent years policies have been adopted at the macro
economic level to help achieve objectives through faster and expanded
growth of the economy and significant enhancement of opportunities
for gainful employment, through expanded role of the Human Resource
Development sectors, enhanced participation of women in development
and greater poverty alleviation. The study performed an up-to-date
review of the status of GOB's plans, programs, activities, in-terms
